Security of a FPSO Construction

Challenge: Securitas was contracted to deliver a number of tailored services during the final weeks of a Floating Production Storage and Offloading (FPSO) vessel's construction and along-side commissioning, in order to mitigate losses in physical terms from the vessel and additionally to advise and co-ordinate suitable responses during any security related incidents.

Solution: A Risk Management Plan (RMP) was formulated to address the unique environment of an FPSO with mitigating measures introduced at every level. The RMP was regularly reviewed at monthly intervals to take into account the changing landscape of the project. SOPs were written to apply specifically to the project with revisions published for the implementation of various phases and to embrace changes to the client’s requirements.

The scope of works grew throughout the course of the project which necessitated further recruitment of additional Security Guards to satisfy manning requirements. The Security Guards operated twenty four (24) hours a day in two shifts, with a bias to more personnel on duty during day light working hours. The roles included mobile patrol of internal areas, mobile patrol to specific key points, manned guarding of areas with expensive or sensitive equipment and managed control of areas with signing-in requirements for accountability.

Result: Throughout the duration of the project there were zero reported significant incidents, zero significant losses. The security team were able to deliver the service where required when required and had the flexibility and willingness to adapt to the changing circumstances as the project evolved.
